Before you start
Confirm the student's disability documentation
NCSEAA requires an Eligibility Determination issued within the last three years by a North Carolina public school or a Department of Defense school in North Carolina. Check the other student and residency requirements; a full IEP is not the requested document.
Your next steps
Check the current application year
Start from NCSEAA's application page and create or access MyPortal. The page includes the upcoming 2027-28 announcement alongside older instructions, so confirm the year and dates rather than reusing last cycle's calendar.
Apply for each child and upload the right record
Submit a separate student application and upload the Eligibility Determination within the deadline specified by NCSEAA; the documentation page currently says seven days. Monitor MyPortal for correction requests and the award decision. Eligibility does not guarantee funding.
Accept the award and complete your education plan
Arrange school admission separately and follow the award's acceptance and spending rules. Private-school tuition is paid before other expenses; permitted public-school co-enrollment can affect the award.

- MyPortal account for the parent of record
- Eligibility Determination from an accepted NC public or Department of Defense school, plus residency evidence
- Separate student applications and planned enrollment arrangement
Submit identity, financial, student and medical records only through the verified official process. Do not upload application documents to ParentSurf or include them in a public review.
Important distinctions
- A 504 plan or a doctor's letter does not replace the required Eligibility Determination.
- Scholarship approval does not enroll your child in a school.
