Missouri MOScholars: parent guide
MOScholars families apply through a certified Educational Assistance Organization, or EAO. Start by identifying the EAO connected to your intended school or education arrangement.

About this guide
An independent guide to Missouri Empowerment Scholarship Accounts Program (MOScholars), not an official application or an eligibility decision. Rules, application windows and available funds can change. Confirm your circumstances with the program before changing enrollment or committing money.
Before you start
Use the EAO's student screening process
The parent handbook explains the student eligibility pathways and required evidence. A school accepting MOScholars does not itself establish your child's eligibility or guarantee that an EAO can fund an award.
Your next steps
Choose a certified EAO
Find certified organizations through the Treasurer's program page and ask which serves your intended school. Follow that EAO's family prescreening and application instructions, not an application intended for organizations seeking EAO certification.
Submit the requested family records
Use the current parent handbook and EAO checklist for residency, household and student-pathway evidence. Confirm the school-year deadline and submit corrections directly to the EAO handling your application.
Coordinate the award and school enrollment
Keep the EAO's award decision, complete the required agreements and confirm admission separately. Review spending and continuing-participation requirements before arranging purchases or assuming the following year is funded.
Preparation checklist
Use this to get organized. The current official application or handbook controls the full requirements.
- Chosen certified EAO and school or education arrangement
- Residency, household and student eligibility evidence requested
- EAO application receipt, decision and participation agreement
Submit identity, financial, student and medical records only through the verified official process. Do not upload application documents to ParentSurf or include them in a public review.
Important distinctions
- There is not one universal parent application on the Treasurer's EAO certification portal.
- An eligible student may still be subject to available scholarship funding.
Official resources & further reading
State agencies and their program administrators are the source of application requirements. Older editions are labeled; check the program site for newer guidance.
