About this guide
An independent guide to Empowerment Scholarship Account (ESA) Program, not an official application or an eligibility decision. Rules, application windows and available funds can change. Confirm your circumstances with the program before changing enrollment or committing money.
Before you start
Match the business to an eligible expense
Check Arizona's allowable-expense and credential guidance before registering. A school, an individual tutor and a therapy practice can have different documentation requirements. ClassWallet registration alone does not determine every expense's educational eligibility.
Your next steps
Follow ADE's registration link
Use the service provider registration link on ADE's ClassWallet page. Private schools should follow the separate registration contact instructions there rather than completing a family's ESA application.
Document the service and qualification
Use ADE's vendor support guidance to check credential requirements for your invoicing category. Keep business and practitioner identities consistent so families can connect your invoice with the person or organization providing the service.
Choose the payment arrangement accurately
Confirm whether you have Direct Pay access or an integrated marketplace offering. Give families itemized invoices and relevant credential records. Do not describe Direct Pay registration as an integrated shopping catalog if that is not what you have.
Preparation checklist
Use this to get organized. The current official application or handbook controls the full requirements.
- Business identity and registration contact
- Applicable tutor, school or professional credential records
- An itemized invoice showing the actual educational service or product
Submit identity, financial, student and medical records only through the verified official process. Do not upload application documents to ParentSurf or include them in a public review.
Important distinctions
- Approval in another state's ClassWallet system does not confirm Arizona eligibility.
- Tax treatment and accounting questions belong with your own qualified adviser, not the family's ESA account.
Official resources & further reading
