Before you start
Match the offering to ESTF requirements
Review the current service-provider guide and attestations, including applicable qualifications and background-check requirements. Schools, tutors, therapists and sellers may need different evidence.
Your next steps
Submit the provider's own application
Follow the Education Service Provider application linked from the official ESTF site. The provider must submit it; the participant guide says applications completed by parents on a provider's behalf will be rejected.
Complete the state review
Supply the requested business and qualification documents and retain the state's decision. Check the approved expense categories before describing your services as available to ESTF students.
Register with ClassWallet after approval
Use the onboarding email to complete registration and bank linking. Confirm you appear as available for program payments, then follow the guide's invoicing and payment requirements for eligible charges.

- State approval and completed ClassWallet payment onboarding
Submit identity, financial, student and medical records only through the verified official process. Do not upload application documents to ParentSurf or include them in a public review.
Important distinctions
- State approval alone does not complete ClassWallet payment registration.
- The family's scholarship award does not approve every charge your business offers.
