Wyoming's ESA program, amended by the Steamboat Legacy Scholarship Act, funds qualifying nonpublic educational expenses.

Wyoming residents in pre-K through grade 12 must not be enrolled in a public school. Pre-K students must be at least 4 years old, and their household income must be at or below 250% of federal poverty guidelines. The income limit applies to pre-K students; K–12 eligibility is not income-limited.

Eligible students can receive $7,000 annually through the ESA / Steamboat Legacy Scholarship program. The Wyoming Supreme Court lifted the injunction, allowing payments while the underlying lawsuit continues. Previously approved 2025-2026 participants who meet the requirements may also receive a separate $1,750 rollover into 2026-2027.
